Kevin W. O’Donnell, is the founder of Nova Energy Consultants, Inc. in Cary, NC. Mr. O’Donnell's academic credentials include a B.S. in Civil Engineering - Construction Option from North Carolina State University as well as a MBA in Finance from Florida State University. Mr. O'Donnell is also a Chartered Financial Analyst (CFA).

Having over twenty-five years experience working in the electric, natural gas, and water/sewer industries. Mr. O'Donnell appeared as an expert witness in regulatory proceedings in North Carolina, South Carolina, Virginia, Minnesota, and Florida on issues such as rate of return, cost of service, rate design, holding company applications, fuel adjustment cases, and nuclear financing cases.
Negotiated about 20 wholesale power transactions ranging from the issue of the RFP for power supplies, the financial analysis of the RFP, negotiation of contractual details, and the execution of the actual contracts. The most significant project resulted in the clients receiving wholesale power rate cuts of approximately 67%.
Has testified before the US House of Representatives, Committee on Commerce, Subcommittee on Energy and Power on the benefits of electric wholesale deregulation and municipal aggregation.
Client projects have included North Carolina, South Carolina, Texas, Virginia, Florida, and Virginia. Speaking engagements include numerous technical conferences around the United States.
